None of those options is simple, but only one of them turns a shrinking asset into ongoing value.POLICY IS MOVING, BUT IT'S PATCHYExtended producer responsibility (EPR) laws — which shift some of the cost of recycling packaging back onto the companies that produce it — are gaining ground. Seven states, including California, Colorado, Oregon, and Maine, now have packaging EPR laws in effect or taking effect through 2026, with several more considering similar legislation. California's rules became fully enforceable this year, requiring producers to register and fund recycling infrastructure directly.Still, there is no federal EPR law, and no national standard for what counts as recyclable or how contamination gets measured. Americans recycle less than they think they do, and the country is running out of places to put what doesn't get recycled. Those two facts are connected, and together they explain why waste-to-energy is moving from a niche technology to a serious part of the conversation about municipal solid waste (MSW) in North America.The recycling numbers don't match the storySurvey after survey finds that most Americans believe recycling works. Keep America Beautiful research shows 87% of people say recycling is important, and 62% grade their own habits an A or B. The actual numbers tell a different story. The national MSW recycling and composting rate sits around 35%, a figure that has barely moved in a decade. Plastic is worse: the recycling rate for plastic has been cut roughly in half since 2014, from about 9.5% down to 5-6% today, according to industry data compiled by the American Chemical Society's C&amp;EN. Only about a fifth of the most common plastic packaging — bottles, jugs, tubs, caps — is actually recyclable in practice, regardless of what the label says.Part of this is confusion. Recycling rules vary by city and even by hauler, and a Keep America Beautiful survey found most people fail basic quizzes on what belongs in the bin. Part of it is economics. When China stopped accepting most foreign recyclables in 2018, it removed the buyer that had absorbed a huge share of U.S. curbside material. Domestic reprocessing capacity never fully replaced that market, so a meaningful chunk of what households sort into recycling bins still ends up landfilled or incinerated anyway.Landfills are shrinking on a fixed timelineThe other half of the problem is physical space. The U.S. waste industry has an average of about 18 years of remaining landfill capacity, and total capacity is projected to drop more than 15% over the next five years, per reporting from Waste Dive and the SWEEP Standard. The EPA maintains that national capacity is adequate for now, but that average hides real regional strain — the Northeast in particular is running short, and permitting a new landfill takes years and draws fierce local opposition almost everywhere. Fewer new sites are opening than old ones are closing. That combination pushes disposal costs up and pushes waste managers toward alternatives that don't require finding, permitting, and defending new holes in the ground.Waste-to-energy is one of those alternatives, and it already has a track record in the U.S. There are 85 WTE facilities operating across 23 states, processing more than 30 million tons of trash a year, according to EIA and industry tracking. Those plants sell more than 14.5 million megawatt-hours of electricity to the grid annually, recover over 730,000 tons of ferrous metal for recycling, and reduce the volume of the waste they process by about 87% — turning roughly 2,000 pounds of garbage into 300 to 600 pounds of ash. Florida, which has 12 WTE facilities, is the clearest example of a state that has built disposal infrastructure around the technology rather than around ever-expanding landfills.Policy is starting to catch upStates are also starting to shift the cost of packaging waste back onto the companies that produce it. Seven states — including Maine, Oregon, Colorado, California, Maryland, and Washington — have enacted extended producer responsibility (EPR) laws for packaging, according to Proskauer's 2025 compliance guide. These laws require producers to register with a producer responsibility organization, report packaging volumes, and pay fees tied to material type and recyclability. Washington and Maryland's producer deadlines land in mid-2026. Illinois and Hawaii have ordered statewide needs assessments rather than full programs, with findings due by the end of 2026 and 2027 respectively. It's a patchwork, not a national standard, and most states still have no packaging EPR law at all. But the direction is consistent: less reliance on the assumption that recycling alone will solve a waste stream that's outgrowing it.None of this points to one silver-bullet fix. Recycling still matters where it works, and it works better with cleaner sorting and steadier end markets. In 2027, Singapore will switch on its Integrated Waste Management Facility, a single site built to handle 5,800 tons of incinerable waste a day and merge that process with a neighboring water reclamation plant so the whole complex can run on the energy it recovers. It's one of the clearest working models of what modern municipal solid waste (MSW) management is supposed to look like: not a truck driving trash to a hole in the ground, but a system that sorts, converts, and recovers value from material at every stage. Most cities aren't there yet. Here's what actually happens to waste between the curb and either a recycling bale or a power line, and why the two paths work so differently.Recycling starts with sorting, not intentPutting a can in the right bin is the easy part. The hard part happens at a materials recovery facility (MRF), where trucks dump commingled recyclables onto a tipping floor and the real separation begins. Workers do a first pass to pull out anything that could jam or damage equipment: garden hoses, propane tanks, car parts, plastic bags tangled around machinery. Everything else moves onto conveyors and through a sequence of sorting screens that use size, shape, density, and material properties to split the stream apart. Magnets pull steel. Eddy currents repel aluminum into a separate chute. Optical scanners fire infrared light at each item in a fraction of a second to identify plastic resin type and trigger a jet of air that knocks it into the correct bin. A modern MRF can move around 300 tons of material through this process in a day.What comes out the other end is only as good as what went in. Food residue, broken glass mixed into paper bales, and the wrong grade of plastic all lower the value of the recovered material and raise the cost of processing it. That's why contamination, not lack of recycling bins, is usually the bottleneck people run into when they ask why more material doesn't get recycled. A clean, well-sorted stream is a commodity. A contaminated one is a cost.What happens to the material recycling can't useEverything that isn't recycled or composted still has two very different possible destinations: a landfill, or a waste-to-energy facility. The oldest and most common conversion method is mass burn combustion. Waste goes into a furnace largely as it arrives, aside from removing oversized or obviously non-combustible items, and burns in excess air. The heat boils water into steam, and the steam turns a turbine, the same basic mechanism used in a coal or gas power plant. A ton of MSW processed this way produces roughly 550 kilowatt-hours of electricity.Gasification is a newer, more efficient path. Instead of burning waste directly, it heats the material in a low-oxygen environment so it breaks down chemically into syngas: a mix of carbon monoxide, hydrogen, and methane that carries most of the energy originally locked in the waste. That syngas can be burned in a turbine or further refined into fuel. Because the process converts more of the waste's chemical energy into usable gas rather than losing it as heat during open combustion, gasification can produce up to 1,000 kilowatt-hours per ton, nearly double the mass burn figure, with fewer of the pollutants associated with open-air burning.The special case of organic wasteFood scraps, yard trimmings, and sewage sludge don't burn well and don't belong in either bin. They go through anaerobic digestion instead: microorganisms break the material down in sealed tanks with no oxygen present, producing biogas that's mostly methane and carbon dioxide. That biogas can be burned for electricity, upgraded into pipeline-quality renewable natural gas, or used as vehicle fuel, and the leftover material becomes fertilizer. The U.S. now has roughly 2,600 operational biogas systems, most of them landfill-gas projects that capture methane already escaping from buried waste, producing enough energy collectively to power more than 5 million homes. Agricultural digesters are growing faster than landfill projects right now, but landfills still supply the majority of the country's biogas output, since so much organic material still ends up buried instead of digested on purpose.Recycling, combustion, gasification, and digestion aren't competing options. They're four tools for four different fractions of the same waste stream, and a well-run system routes material to whichever one recovers the most value from it. Jakarta collects about a quarter of the trash its residents generate. Karachi manages a third. Sao Paulo, one of the wealthier megacities in the developing world, still only picks up 36 percent. The rest sits in open dumps, gets burned in the street, or washes into rivers and eventually the ocean. These aren't outlier cities. They're a preview of what happens when municipal solid waste (MSW) generation outpaces the infrastructure built to handle it, a gap that's opening up in more places every year.The scale is hard to grasp from a single household bin. The World Bank estimated the world generated 2.24 billion tonnes of solid waste in 2020. By 2022 that figure had already climbed to 2.56 billion tonnes, a level the World Bank's own 2018 projections hadn't expected to hit until 2030. At current trends, annual waste generation reaches nearly 3.88 billion tonnes by 2050, a 75 percent jump from 2020 levels. Urbanization is the main driver: cities produce more waste per person than rural areas, and the world keeps adding city dwellers faster than it adds landfill capacity or collection trucks.Why megacities hit the wall firstA megacity, defined as an urban area with more than 10 million people, concentrates every part of the waste problem into one place. Collection routes get longer and more expensive to run. Land for new landfills gets scarcer and more contested, since nobody wants a dump next door and cities have already used up their cheap, accessible sites. Informal settlements often sit outside any formal collection route at all, so waste piles up where the city's infrastructure was never built to reach.The result is a two-tier system. Wealthier neighborhoods get regular pickup. Everywhere else, residents burn trash for lack of a better option, dump it in waterways, or watch it collect in open piles that breed disease and leach into groundwater. The World Bank has flagged that billions of people worldwide still lack access to controlled waste disposal, and megacities in South Asia, Southeast Asia, and parts of Africa carry a disproportionate share of that gap. The American Society of Civil Engineers has raised similar flags closer to home, warning that U.S. solid waste infrastructure is aging faster than it's being replaced, even in a country with far more collection capacity than Jakarta or Karachi.Turning the volume problem into a power sourceThe instinct in a lot of these cities has been to build more landfills or ship the problem somewhere else. Neither scales. Landfill space is finite and getting more expensive as cities grow outward into the land that used to hold it. Exporting waste has run into its own wall too, as countries that used to accept it have tightened or closed their borders to foreign trash.Waste-to-energy conversion offers a different math. Instead of treating MSW purely as a disposal problem, it treats the waste stream as a fuel source. Modern conversion processes can extract usable energy from material that would otherwise sit in a landfill for decades releasing methane, a greenhouse gas more than 25 times as potent as carbon dioxide over a 100-year period. Done well, this cuts landfill volume, reduces methane emissions, and produces renewable power at the same time. It doesn't replace recycling or waste reduction, but it gives cities a third option for the material that's left over after those efforts, which for most megacities is still the majority of what gets thrown away.The cities furthest along on this, from parts of Northern Europe to Singapore, have shown that waste-to-energy can run at a scale that actually moves the needle on a city's total waste volume, not just a demonstration project on the side. The United States has about 18 years of landfill capacity left, on average. That number hides a lot of regional variation. The Northeast has roughly 10.5 years before its landfills fill up. The West has closer to 27. States like New York, Connecticut, Massachusetts, New Hampshire, Vermont, and Maine are already bumping against the ceiling, and new landfill sites are hard to permit — nobody wants one nearby, and the environmental review process can take a decade.This isn't a distant problem. It's already showing up in the price of doing business. National tipping fees, the per-ton cost haulers pay to dump waste, rose to $58.40 in 2022, an 8% jump from the year before. As capacity tightens further, expect those fees to keep climbing, and expect the waste industry to consolidate around fewer, larger operators who control what's left.Recycling was supposed to solve this. It hasn't.For decades, the working assumption was that recycling would absorb enough of the waste stream to keep landfill demand manageable. The data says otherwise. The US municipal solid waste recycling rate sits at roughly 35%, and it has never topped that number in the country's history. In February 2026, Indonesia signed an agreement with The Ocean Cleanup to cut the plastic reaching its rivers. In June, the group switched on its first Interceptor barrier in the Philippines, on the Meycauayan River outside Manila. Both moves target water. Neither one touches where the plastic actually starts.That's the pattern in most ocean plastic response right now: barriers, skimmers, and cleanup vessels, all built to catch waste after it has already escaped. The Ocean Cleanup's own research puts a number on the scale of that escape: roughly 1,000 rivers carry nearly 80% of the plastic reaching the ocean each year, somewhere between 0.8 and 2.7 million metric tons. Every one of those rivers is a symptom. The source sits upstream, in the cities and towns that generate the waste and don't have anywhere reliable to put it.The soup is made on land, not at seaThe UN Environment Programme estimates that 19 to 23 million tons of plastic leak into lakes, rivers, and seas every year. That leakage isn't concentrated in places where people litter more. It's concentrated in places where waste collection hasn't kept pace with population growth and rising consumption, mainly the fast-urbanizing, middle-income countries of South and Southeast Asia. The OECD's Global Plastic Outlook estimates about 22% of the world's plastic waste is mismanaged: dumped in the open, piled in unsecured landfills, or burned without controls.Ocean plastic isn't a separate crisis from the broader municipal solid waste problem. It's a subset of it. Plastic packaging is light and buoyant, which makes it the fraction of MSW most likely to travel: off a curb, into a drainage ditch, into a river, into the sea. Where collection is inconsistent or nonexistent, plastic doesn't sit and decompose like organic waste does. It moves. A city that can't reliably collect its own trash is, by default, exporting a share of it to the ocean.Interceptors treat the symptom, not the sourceThe Ocean Cleanup's technology is genuinely useful. Its 30 Cities Programme, targeting the rivers responsible for the most plastic, aims to cut flows from those cities by up to a third by 2030. But an interceptor catches plastic that has already been generated, already been dumped or lost, and already made it to a waterway. It does nothing to reduce how much waste a city produces or fix the collection gap that let the plastic escape in the first place. And the 30 targeted rivers are a fraction of the roughly 30,000 rivers that carry the remaining 20% of global plastic emissions, plus everything burned or buried before it ever reaches moving water.A barrier at a river mouth is downstream triage. The failure it's responding to happens weeks or months earlier, at the point where a household's or a city's waste either gets collected and processed, or doesn't.Give waste somewhere to go before it becomes ocean plasticThe fix that actually addresses the volume has to work at that earlier point: waste generation and collection, not the river mouth. Waste-to-energy conversion does this by giving municipal solid waste an economic destination the moment it's collected. Instead of sitting in an open dump where wind and rain carry the lightest fraction toward the nearest waterway, it gets processed into fuel or electricity. That destination matters most in the regions responsible for most of today's ocean plastic leakage, because it turns a waste system from a cost center a city struggles to fund into an asset that generates revenue, which is the kind of incentive that gets collection infrastructure built and maintained in the first place.Recycling mandates and cleanup technology both have a role. Neither one changes the economics of waste collection in the cities where the leakage originates.
