Total U.S. capacity is forecast to drop more than 15% over the next five years.Meanwhile, a handful of mega-landfills in Nevada, Texas, and Georgia have room measured in centuries. That's the real crisis: not a national shortage, but a geographic one. Cities in the Northeast and parts of the Midwest are trucking trash hundreds of miles to landfills in other states, paying rising tipping fees the whole way. Contamination isn't a minor nuisance — it's the reason entire truckloads get rejected at the sorting facility and sent straight to the landfill they were supposed to avoid.Policy is catching up, slowlySeven states — California, Colorado, Maine, Maryland, Minnesota, Oregon, and Washington — have passed extended producer responsibility laws that make packaging manufacturers pay into the recycling system instead of leaving the cost to municipalities. Oregon and Colorado have compliance fees in effect now. A handful of other states are drafting similar bills. It's a real shift, but it covers a fraction of the country, and it only touches packaging. It does nothing for the roughly two-thirds of municipal solid waste that still isn't recycled at all.That's the gap waste-to-energy is built to close. The U.S. runs 63 waste-to-energy facilities across 18 states, converting municipal solid waste that would otherwise sit in a landfill for decades into electricity, with far less land use and far lower methane output than burial. It's a modest slice of the country's power generation today, a little over 2,000 megawatts of capacity, but it's the part of the waste hierarchy that scales fastest once a region hits its landfill limit and can't just ship the problem to a neighbouring state.None of this replaces source reduction or better recycling design. Pull a bottle out of the ocean and it is easy to picture a single culprit: someone on a beach, a boat dumping its trash overboard, a storm drain near the shore. The real picture is bigger and less visible. Most ocean plastic starts inland, moves through rivers most people have never heard of, and travels months or years before it reaches open water. Understanding that path matters, because it points to where the problem can actually be stopped.Rivers carry most of it inA 2021 study by researchers at The Ocean Cleanup, published in Science Advances, mapped more than 1,000 rivers responsible for roughly 80% of the plastic that reaches the ocean by river each year, a volume the study put between 0.8 million and 2.7 million metric tons. That finding overturned an earlier assumption that a small number of giant rivers did most of the damage. Instead, small and mid-sized urban waterways, many running through dense, fast-growing cities, turned out to carry a disproportionate share. Forty-four of the top 50 rivers on the list run through Asia, which tracks with population density and the pace of urbanization in the region, not any special carelessness on the part of the people who live there.Timing matters too. Rivers in the tropics leak plastic into the sea more or less continuously. Rivers in temperate climates often flush most of a year's plastic in a single event, commonly a rainy-season surge in August, when stormwater picks up trash that has accumulated on streets, in drains, and along riverbanks and pushes it downstream all at once.Fishing gear adds a second streamRivers are not the only route. Derelict fishing gear, known as ghost gear, adds an estimated 640,000 tonnes of nets, lines, traps, and buoys to the ocean every year. Industry and conservation groups estimate ghost gear makes up around 10% of ocean plastic globally, and in some regional hotspots the figure runs closer to half. It is also disproportionately deadly: entangled fish, seabirds, seals, and whales account for roughly 100,000 marine animal deaths a year tied to lost or abandoned gear. Unlike a plastic bag, a net keeps trapping animals for as long as it stays intact in the water, which for some synthetic materials means decades.The trend line is headed the wrong wayBoth of these pathways trace back to the same root cause: waste that never made it into a functioning collection, treatment, or disposal system. The OECD's Global Plastics Outlook projects global plastic waste will almost triple by 2060 under current policy. Right now, roughly half of all plastic waste worldwide is landfilled and less than a fifth is recycled. The OECD projects the share of plastic waste that escapes any waste management system entirely, dumped in the open, burned in uncontrolled pits, or leaked directly into soil and waterways, will actually shrink as a percentage, falling from about 22% today to around 15% by 2060. But because total plastic production and waste generation are growing faster than management capacity, the absolute tonnage of mismanaged waste is still projected to nearly double, from 79 million tonnes in 2019 to 153 million tonnes in 2060.That is the uncomfortable math behind the plastic soup: even modest gains in the percentage of waste properly handled will not be enough if the total volume keeps climbing. The rivers study and the ghost gear numbers both point to the same upstream weakness. Municipal waste systems in fast-growing cities are not built to keep pace with how much material they now need to collect, process, and permanently remove from circulation.That gap is exactly where waste-to-energy fits. Lagos generates roughly 15,000 tons of waste every day. Jakarta and its surrounding metro area produce close to the same amount. In both cities, the landfills meant to hold that waste are already full or close to it — Jakarta's Bantar Gebang site alone has piled up 45 million tons of garbage into a mound taller than a 15-story building. This isn't a niche infrastructure problem. It's what happens when a city's population and consumption outpace its ability to get rid of what it throws away, and it's playing out in dozens of megacities at once.The World Bank's most recent global waste projections put the scale in perspective: municipal solid waste generation is on track to climb from about 2 billion tonnes a year to nearly 3.9 billion tonnes by 2050 under current trends. Most of that growth is concentrated exactly where it's hardest to manage — in fast-growing cities across Africa, South Asia, and Southeast Asia, where collection systems, landfill capacity, and treatment infrastructure haven't kept pace with population growth.Why megacities break the waste system firstA city of 20 or 30 million people doesn't just produce more trash than a smaller one — it produces a different kind of waste problem. Density means less available land for landfills near where waste is actually generated, so cities either truck garbage further out (raising costs and emissions) or let it pile up faster than sites can be expanded. Rapid, often informal urban growth means collection routes and infrastructure investment lag behind where people actually live, so a meaningful share of waste in these cities never gets formally collected at all — it's dumped in waterways, burned in the open, or left in informal sites that leach into groundwater.India's example is telling: the country now generates around 97 million tons of municipal solid waste a year, a figure expected to climb toward 165 million tons by 2030. Collection has improved to roughly 89% of waste, but only about 53% of what's collected is actually processed and properly disposed of. The rest ends up on land or in water. That gap between collection and processing is where megacity waste systems tend to fail — not at the curb, but at what happens after the truck drives away.The consequences compound quickly. Overflowing or poorly managed landfill sites generate methane, a greenhouse gas more than 80 times more potent than CO2 over a 20-year period. Open dumping and burning create air quality crises and contaminate local water supplies. Indonesia is reviving similar power-generation-from-waste plans as its landfills reach capacity.None of this works as a single silver bullet — waste-to-energy has to sit alongside better collection systems, materials recovery, and formal integration of the informal waste-picker networks that already handle a significant share of recycling in many of these cities. It probably didn't. The country's overall recycling rate sits around 35%, and for plastic specifically, the number falls to somewhere between 5% and 9%, depending on which study you read. Meanwhile, the landfills that absorb everything the recycling system misses are running out of room in some of the most populated parts of the country. Those two facts sit next to each other in every conversation about municipal solid waste (MSW), and they explain why waste-to-energy is getting a second look as a serious piece of the answer.THE LANDFILL MATH DOESN'T WORK IN THE NORTHEASTThe Solid Waste Environmental Excellence Protocol (SWEEP) projects that total US landfill capacity will drop by more than 15% over the next five years. That number hides a lot of regional variation. The Northeast is set to lose roughly 30% of its capacity in that same window, and the Midwest about 24%. Seven states are on track to run out of disposal space within five years. One more follows in five to ten years, and three more in eleven to twenty.The West still has open land and available capacity, so at a national level the EPA can say the country isn't in immediate danger. But waste doesn't move itself across state lines for free, and states already do this: New York and other dense East Coast states export a meaningful share of their trash by truck and rail to landfills hundreds of miles away. That's diesel fuel burned, emissions released, and money spent, all to solve a problem that a functioning MSW system should be handling closer to where the waste is generated.RECYCLING WAS SUPPOSED TO SOLVE THIS. IT HASN'T.The EPA's own America Recycles Day figures show the national recycling rate climbing from under 7% in 1960 to about 32%, with independent 2025 estimates putting it closer to 35%. The agency's stated goal is 50% by 2030. That's a real improvement over six decades, but it also means roughly two-thirds of what Americans throw away is still headed to a landfill or an incinerator, not a recycling facility.Plastic is where the gap is worst. Multiple recent analyses, including work from Beyond Plastics and the Department of Energy, put the actual US plastics recycling rate at 5% to 9%. Some industry figures cite 13% for packaging specifically, but that measures a narrower slice of the waste stream. Either way, the picture is consistent: most plastic that goes in a blue bin does not come back as a new product. Contamination, weak end markets for recycled material, and inconsistent sorting infrastructure across thousands of municipalities all play a part.States are starting to respond with policy rather than just public messaging. Seven states, including California, Colorado, Oregon, Maine, and Washington, now have extended producer responsibility (EPR) laws for packaging on the books, and Oregon and Colorado already have programs operating with real registration, reporting, and fee obligations for producers. Washington requires producers to register by July 2026. These laws shift some of the cost and responsibility for packaging waste onto the companies that create it, which is a meaningful policy gap being closed. But EPR fixes the front end of the system. It does nothing for the waste that's already generated and still needs somewhere to go once it's collected.That's the piece waste-to-energy is built for. Americans recycle less than they think they do, and the country is running out of places to put what doesn't get recycled. Those two facts are connected, and together they explain why waste-to-energy is moving from a niche technology to a serious part of the conversation about municipal solid waste (MSW) in North America.The recycling numbers don't match the storySurvey after survey finds that most Americans believe recycling works. Keep America Beautiful research shows 87% of people say recycling is important, and 62% grade their own habits an A or B. The actual numbers tell a different story. The national MSW recycling and composting rate sits around 35%, a figure that has barely moved in a decade. Plastic is worse: the recycling rate for plastic has been cut roughly in half since 2014, from about 9.5% down to 5-6% today, according to industry data compiled by the American Chemical Society's C&amp;EN. Only about a fifth of the most common plastic packaging — bottles, jugs, tubs, caps — is actually recyclable in practice, regardless of what the label says.Part of this is confusion. Recycling rules vary by city and even by hauler, and a Keep America Beautiful survey found most people fail basic quizzes on what belongs in the bin. Part of it is economics. When China stopped accepting most foreign recyclables in 2018, it removed the buyer that had absorbed a huge share of U.S. curbside material. Domestic reprocessing capacity never fully replaced that market, so a meaningful chunk of what households sort into recycling bins still ends up landfilled or incinerated anyway.Landfills are shrinking on a fixed timelineThe other half of the problem is physical space. The U.S. waste industry has an average of about 18 years of remaining landfill capacity, and total capacity is projected to drop more than 15% over the next five years, per reporting from Waste Dive and the SWEEP Standard. The EPA maintains that national capacity is adequate for now, but that average hides real regional strain — the Northeast in particular is running short, and permitting a new landfill takes years and draws fierce local opposition almost everywhere. Fewer new sites are opening than old ones are closing. That combination pushes disposal costs up and pushes waste managers toward alternatives that don't require finding, permitting, and defending new holes in the ground.Waste-to-energy is one of those alternatives, and it already has a track record in the U.S. There are 85 WTE facilities operating across 23 states, processing more than 30 million tons of trash a year, according to EIA and industry tracking. Those plants sell more than 14.5 million megawatt-hours of electricity to the grid annually, recover over 730,000 tons of ferrous metal for recycling, and reduce the volume of the waste they process by about 87% — turning roughly 2,000 pounds of garbage into 300 to 600 pounds of ash. Florida, which has 12 WTE facilities, is the clearest example of a state that has built disposal infrastructure around the technology rather than around ever-expanding landfills.Policy is starting to catch upStates are also starting to shift the cost of packaging waste back onto the companies that produce it. Seven states — including Maine, Oregon, Colorado, California, Maryland, and Washington — have enacted extended producer responsibility (EPR) laws for packaging, according to Proskauer's 2025 compliance guide. These laws require producers to register with a producer responsibility organization, report packaging volumes, and pay fees tied to material type and recyclability. Washington and Maryland's producer deadlines land in mid-2026. Illinois and Hawaii have ordered statewide needs assessments rather than full programs, with findings due by the end of 2026 and 2027 respectively. It's a patchwork, not a national standard, and most states still have no packaging EPR law at all. But the direction is consistent: less reliance on the assumption that recycling alone will solve a waste stream that's outgrowing it.None of this points to one silver-bullet fix. Recycling still matters where it works, and it works better with cleaner sorting and steadier end markets.
