New PostAmerica's landfill capacity crunch is forcing a rethink of MSW infrastructure
The United States has about 18 years of landfill capacity left, on average. That number hides a lot of regional variation. The Northeast has roughly 10.5 years before its landfills fill up. The West has closer to 27. States like New York, Connecticut, Massachusetts, New Hampshire, Vermont, and Maine are already bumping against the ceiling, and new landfill sites are hard to permit — nobody wants one nearby, and the environmental review process can take a decade.
This isn't a distant problem. It's already showing up in the price of doing business. National tipping fees, the per-ton cost haulers pay to dump waste, rose to $58.40 in 2022, an 8% jump from the year before. As capacity tightens further, expect those fees to keep climbing, and expect the waste industry to consolidate around fewer, larger operators who control what's left.
Recycling was supposed to solve this. It hasn't.
For decades, the working assumption was that recycling would absorb enough of the waste stream to keep landfill demand manageable. The data says otherwise. The US municipal solid waste recycling rate sits at roughly 35%, and it has never topped that number in the country's history. Most of what Americans throw away still ends up buried or burned.
Part of the problem is structural. China's 2018 National Sword policy banned imports of many recyclable materials the US had been shipping overseas for processing. That single policy shift stranded huge volumes of paper and plastic with nowhere to go, and much of it was landfilled instead of recycled. Domestic recycling infrastructure never fully replaced that lost capacity.
Part of the problem is behavioural. Contamination — food waste in the recycling bin, plastic bags tangled in sorting equipment, the wrong grade of plastic mixed with the right one — degrades the value of recyclable material and increases processing costs. A lot of well-intentioned recycling gets landfilled anyway because it costs more to sort than the recovered material is worth.
Recycling still matters. But treating it as the whole solution to America's waste problem has left a gap that landfills have been quietly absorbing for years. That absorption capacity is running out.
Policy is catching up, slowly
Seven states — California, Colorado, Maine, Maryland, Minnesota, Oregon, and Washington — have now enacted extended producer responsibility (EPR) packaging laws, which shift the cost of end-of-life packaging management onto the companies that produce it rather than leaving the bill entirely with municipalities. Oregon's program was the first to become fully operational, with producer invoices going out in mid-2025. These laws are meant to fund better collection and sorting infrastructure and push producers toward packaging that's actually recyclable, not just labeled that way.
EPR is a real step forward, but it's a patchwork. Forty-three states have no packaging EPR law at all, and even in states that do, the programs take years to reach full effect. None of them, on their own, address the volume of waste that has no viable recycling market regardless of how well it's sorted — food waste, contaminated organics, and mixed materials that break down recycling economics no matter how good the intentions behind them.
